Quality development in general practice - a Norwegian model

In 1995 the Norwegian general practice associations embarked upon a three year project (SATS) to assess a new model for quality development in primary health care. The model has three main components: 1. The introduction of indicators for the assessment of quality and the setting of standards in the local practice. 2. The development of software to simplify the collection of data and generation of reports from computerised medical records. 3. The support of peer groups of 5 - 10 practitioners who will discuss results, agree on local standards and plan improvements. Participation in a cycle of quality improvement will be recognised as continuing medical education for doctors wishing to certify or re-certify as "specialist general practitioners".

The initial topics are: diabetes care, the use of laboratory investigations, and the management of sore throat, and the management of migraine. This national project will be evaluated both in terms of the improvement in the quality of care, and of the views of participating practitioners.
