Type of Collaborative Projects:

Horizon Europe funds different types of collaborative projects; Research and Innovation Action (RIA), Innovation Actions (IA) and Coordination and support action (CSA).

RIAs and IAs focus on problem solving within a broad range of digital, industrial and space technologies, often with a social sciences and humanities dimension. A proposal for these types of projects must reply to a specific topic or challenge in an announced call, contributing to specific expected impacts defined by the European Commission. The core idea is that the projects have to be collaborative and interdisciplinary in order to deliver the desired outcomes.

The European Commission publishes calls for such collaborative projects through Work Programs (WP), divided into Research Infrastructure or the six thematical clusters:

  • Research Infrastructure
  • Cluster 1 – Health
  • Cluster 2 - Culture, Creativity and Inclusive Society
  • Cluster 3 – Civil Security for Society
  • Cluster 4 – Digital, Industry and Space
  • Cluster 5 – Climate, Energy and Mobility
  • Cluster 6 - Food, Bioeconomy, Natural Resources, Agriculture and Environment

In addition, there are 5 EU Missions to bring concrete solutions to some of Europe’s greatest challenges, that have their own WP with calls and topics. These missions support the Commissions priorities such as The Twin Transition (green and digital), beating cancer and the New European Bauhaus.

Research Innovation Actions (RIA)
Research and Innovation Actions enable the exploration of new technologies, methods, projects, services or solutions or the improvements of existing ones. These projects can encompass basic and applied research, the development and integration, testing and validation on a small-scale prototype in a laboratory or simulated environment. RIAs typically involve multiple partners and complex consortiums, with a balance of 70% research and 30% innovation. The funding rate is 100% of the actual costs.

Innovation Actions (IA)
Innovation Actions are activities directly aimed at producing plans and arrangements or designs for new, altered or improved products, processes or services. These projects are usually close-to-market with a goal of commercialization soon after a project is concluded. IAs commonly involve small-medium enterprises (SMEs) as partners and typically consists of 70% innovation and 30% research. The funding rate is 70% of the actual costs, but 100% for non-profit legal entities.

Coordination and support action (CSA)
Coordination and support action are designed to contribute to the objectives of Horizon Europe: - improve cooperation among EU and associated countries to strengthen European Research Area, CSA covers standardization, dissemination, awareness-raising, stakeholder engagement, communication, networking activities, policy dialogues, mutual learning, or studies. CSAs do not imply R&I. The funding rate of this grant is 100% of the project cost.
