Ingrid Lundeberg er postdoktor ved Sosiologisk institutt, UiB. Tidligere har hun jobbet som forsker ved Uni Rokkansenteret, hvor hun fortsatt har en bistilling. Hennes forskningsinteresser omfatter rettssosiologi, velferdsstat, kriminalitet, marginalisering, sosial ulikhet, utdanning og identitetspolitikk. Hun har omfattende erfaring med tverrfaglighet og har forsket på offentlige tjenester og politikk innenfor både helse-, sosial- og skolesektoren, både fra et bruker- og styringsperspektiv. Hennes doktorgradsavhandling handlet om domstolenes maktkritiske funksjon; hvordan rettigheter og domstolen blir brukt som arena for maktkamp for å oppnå sosial anerkjennelse og ressurser for sårbare grupper. Hun var prosjektleder for den første nasjonale evalueringen av lovbestemmelsene som omhandler tvang overfor rusmiddelmisbrukere i Lov om sosiale tjenester §§ 6-2, 6-2a og 6-3. For tiden forsker hun på kriminalomsorgens ideologiske grunnlag, straffens virkninger og tilbakeføring av unge lovbrytere etter endt soning av fengselsstraff. Current project: Criminal justice and defences of the weak. Reintegration of young offenders in Norway
Researchers: Ingrid Lundeberg (Post.Doc) and Kristian Mjåland (PhD)
In this project, we look at fundamental aspects of marginalisation by examining attempts to reintegrate young offenders into the Norwegian society, with emphasis upon how different processes of (de)juridification influence such measures. We focus on two groups of inmates: young individuals with substance abuse problems and young individuals from minority backgrounds. The number of inmates with drug-related problems and inmates from minority backgrounds is high and increasing. Re-entry to society has always been an important focus for the criminal justice system, but as a result of the ‘reintegration guaranty’ (a term newly introduced by the government to reinforce society’s commitment to reintegrate offenders), this policy has been strengthened. By focusing on this exposed group of citizens and their careers of marginalisation, we will explore different but fundamental features of the distribution of inequality in relation to gender, ethnicity and social background/class in a multicultural society. We will investigate the individual’s rights and obligations when making the transition from prison to society and the opportunities and challenges these groups face on re-entering society. The problems for discussion are how these measures and prisoners´ rights are vulnerable to institutional differences, multilevel cooperation and discretionary powers, how different measures influence a convicted person’s ability to participate in society, and how the offenders are protected by national and international law such as human rights, both during imprisonment and in life after prison.
