PhD thesis

Title: Health care priority setting: fair allocation of limited HIV care in Tanzania

Summary: The thesis explore the connection between theory and practice of health care priority setting, which serves two purposes: 1) it judges whether actual HIV priorities at multiple levels of the health system can be justified according to theories of distributive justice, and 2) it explores applications of ethical theories to complex real-world decision making. The thesis is based on empirical case studies from Tanzania. Supervisor: Professor Ole Frithjof Norheim, University of Bergen.
