This paper by Per Lægreid and Tom Christensen focus on civil servants in the central Norwegian civil service whose main tasks are budgeting, supervision and accounting.
The authors ask whether these civil servants have a typical demographic profile, if it has changed over time, and what the effects of having budgeting, supervising and accounting responsibilities are to civil servants’ attitudes and behaviour?
Results indicate a specific profile of these civil servants, differences between ministries and central agencies, and differences compared to other civil servants regarding their attitudes and behavior.
