New Public Management and reform trends

Bleiklie with new article in Encyclopedia of International Higher Education Systems and Institutions.

Professor Ivar Bleiklie has written an article titled “New Public Management or Neo-liberalism, Higher Education”, published in “Encyclopedia of International Higher Education Systems and Institutions”. The encyclopedia is edited by J. C. Shin and P. Teixeira, and is due in a complete hard cover edition in March of 2019.

In the article, Bleiklie argues that New Public Management has manifested itself through five general reform trends. In principle they entail a number of governance revolution when one consider the way in which

  1. Higher education systems are integrated
  2. How decisions are made
  3. Funding
  4. Evaluation
  5. Work organization

The extent to which the tendencies have been implemented varies considerable across nations and differences in national policies and administrative traditions constitute the main explanation for these variations.
