The authors look at how crises are handled by government, and explore the relationship between governance capacity, legitimacy and accountability, as well as reputation management, and how this affects crises. They find that these are elements that co-develop during crisis management.

The chapter is printed in the book «The Routledge Companion to Risk, Crisis and Emergency Management», edited by R.P. Gephart, C.C.  Miller og K.S. Helgesson.
