The programme will be established at the School of Public Health and Social Sciences at Muhimbili University College of Health Sciences, and will be developed jointly with the Centre for International Health, University of Bergen. The programme will be run in collaboration with other institutions in Tanzania and leading international institutions in this field.

The main objective of the programme is to improve quality and equity in health and health care for disadvantaged population groups in poor countries through a training programme that focuses on improving policies, health systems organization, funding and management for increasing effectiveness of health systems and fairness in resource distribution.

The curriculum will deal with health systems' performance and quality of care including the human resources for health, and examine the causes of the vast disparity in health and health care from an epidemiologic, socioeconomic, moral and human right perspective. The forces that facilitate or hinder equity in health and health care and fairness in decision making and implementation at global, national and local level will be discussed. Political, management and leadership issues necessary for effective implementation of health programmes will be examined.
