How long should the Motivation letter be?

This is up to you to decide, but approximately 1 page (450 words) is a good standard.

I have applied for two study programmes, do I have to write two Motivation letters?

You can upload two different letters or write them as one, both will be ok.

Do I have to upload Recommendations letters?
