It is the manager who is responsible for preventing and dealing with problems in the working environment. You can also seek assistance from the Occupational Health Service and the HR department, or ask safety delegates and elected representatives for help.
When problems arise for the individual employee or in the interaction between employees, these should be taken seriously and attempted to be solved at the lowest possible competent level. Problems that one cannot solve yourself should be addressed with the immediate superior.
