Re-housing Classes. Home Tenure Culture in Offshore Malta

In this current research project, I initially explore the extent to which differentiated modes of access to housing contribute to the making of class.

I do so by looking into how local interpretations on the scarcity of property are deployed in Malta (where 79% of Maltese citizens own their homes), within the scope of an economic vision that in the last sixty years has mainly shifted from tourism to finance and digital services, such as e-gaming.

Far from decreasing, though, and regardless of the evolution of the economic vision for Malta, tourism has grown steadily hand in hand with urban development, real estate business and what seems to be a tendency towards an increasing polarisation between homeowners and tenants after a relatively recent liberalisation of property rents and a democratisation of development permits. Such a process not only needs to be adressed from a historical analysis of Maltese economic policy, but also begs for an explanation that is to be found beyond, in the wider picture of supra-national state blueprints as well as a global capital that shapes built environments and people's livelihoods. 

On a concrete level, I ask how people in Malta manage their existence under the rule of the price of the square metre beneath the sun and what conditions of possibility for social transformation they are left with. On an abstract level, I consider what the implications are for thinking of value realisation and class struggle in the site of social reproduction, hence viewing production as a totality.

Lastly, I wish to extend my work in this project to a broader scale in order to make sense of worldwide regions which, like the Mediterranean, are «exploited for the purpose of and by means of the consumption of space».

Marc Morell is a Postdoctoral research fellow at the Frontlines of Value project in the Department of Social Anthropology of Universitetet i Bergen (UiB). He obtained his PhD in Social Anthropology at the Universitat de Barcelona. Before his appointment at the UiB he was employed as researcher and lecturer at the Universitat de les Illes Balears. Marc’s main line of research is that of the class character of the production of space in capitalist society. His current research on Malta follows former fieldwork in Majorca where he explored gentrification not as a spatial expression of previously precipitated class formations, but as a constitutive moment in their making.
