Language and Nationalities Policy in Russia

As the official successor state to the USSR, the Russian Federation (RF) conceives itself in its constitution as a multi-ethnic state, in which the principles of bi- and multilingualism apply. However, since the turn of the century, an increasing number of measures have taken effect that focus on a (Russian) language-based nation state. These measures are the subject of controversial, partly hot, discussions between the republics and the federal centre. This talk seeks to analyse this change of direction in the RF’s recent language and nationalities policy. Furthermore, and in contrast to other investigations into the contemporary RF, the talk will focus on the perspective of the Republics as the main subjects in federal systems, in order to show both the legal aspects and the reality of RF language and nationalities policy. On the basis of a discourse-analytic approach to language policy we analyse a broad spectrum of texts (official documents, federal and republic conceptions concerning cultural and national politics and the language debate in the mass media), in order to reveal the main topoi and argumentation structures in the language policy debate. The discourse analysis of the language policy discloses on the one hand the “pingpong” between the centre and the republics and on the other three culmination points that reveal the step-by-step limitation of the national languages in the RF.
