Guest Lecture with Tobias Judin: The Meta case – where do we stand?

Welcome to a guest lecture on the Meta case. The lecture will be presented by Tobias Judin, who heads the International Section at the Norwegian Data Protection Authority and represents Norway in the European Data Protection Board. The Meta case - where do we stand?

Meta, the multinational company that offers the Facebook and Instagram services, has long been accused for unlawful surveillance and profiling of its users. However, the company’s lead data protection authority in Europe, the Irish regulator, has been unwilling to order Meta to cease its illegal practices. In 2023, the Norwegian Data Protection Authority therefore decided to issue a ban and a fine directly to Meta, and the ban was later extended by the European Data Protection Board to all EU/EEA countries.

What was the background of the Norwegian decision, and what were the legal hurdles that had to be overcome? How did Meta respond (beyond reluctantly paying the fine)? Has Meta’s new ‘pay or okay’ model rendered Meta’s practices lawful, and how can we expect the case to develop in 2024?

About Tobias Judin 

Tobias Judin heads the International Section at the Norwegian Data Protection Authority, where he is responsible for international cooperation, cross-border cases and cases regarding international transfers. Additionally, he represents Norway in the European Data Protection Board. Tobias is a lawyer, technologist and sinologist by education.
