Climate policy in Russia: international vs domestic approaches, influence on public perception

Russia is one of the main actors in the global climate governance: it is the 5th biggest GHGs emitter in the world (2020), the 4th largest Kyoto GHG emissions contributor to climate change (2017) and one of the world’s main exporters of fossil fuels (2021). On the international arena, Russia positions itself as a leader in combatting climate change and there were cases when its role was indeed crucial. However, from the domestic perspective, climate policy does not seem to be so efficient.

During our talk, we will have a short overview of the formation of climate policy in Russia since 90s, discuss the main stakeholders involved in shaping the Russian position on climate and the specific role of scientific community. We will look into the Russian climate ambitions and understand what an “ostrich approach” in terms of the Russian climate policy means. Finally, we will see how climate policy and coverage influences the public perception of the problem.

About the speaker:

Evgeniya Elkina has an MSc in Environment and Resource Management. As Ecolaw-Fellow at the Ecologic Institute in Berlin, Germany, Evgeniya has done research on strengthening legal instruments in Russia to combat climate change. She is currently working as a project manager for the Lake Baikal Foundation.
