Autonomy, transparency and management

Responsibility for the Norwegian public hospitals was transferred from regions to the central government / state. Five regional health authorities has been established, and there has been a reform of patients' rights, and a reform of the way hospitals will be managed. The goal of this project is to study these processes of reform and change within the Norwegian health sector, making comparisons with Sweden, Denmark and other countries, and consider the consequences for quality, cost, effectiveness and legitimacy.
