Skivenes er anerkjent som ledende innen internasjonal barnevernsforskning, og har en rekke publikasjoner i velrenommerte tidsskrifter. Hun er også en populær foredragsholder og mye brukt som ekspert av media. Skivenes leder Centre for Research on Discretion and Paternalism, og er Principal Investigator for flere internasjonale forskningsprosjekter. Skivenes leder NOU-utvalget for bedre kvalitet og rettssikkerhet i barnevernet (2021-23).

Biografi

Marit Skivenes fullførte sin doktorgrad i statsvitenskap ved UiB i 2002. I etterkant tilbrakte hun to år som forsker ved forskningsinsitituttet Fafo i Oslo. Deretter arbeidet hun tre år som forsker og leder av Senter for barnevernstudier (UiB), før hun jobbet tre år som førsteamanuensis og professor ved Avdeling for sosialt arbeid ved Høgskolen i Bergen. Marit Skivenes har siden august 2012 vært ansatt som professor ved Institutt for Administrasjon og organisasjonsvitenskap.

Forskningsområder

Teoretisk fokus:

Argumentasjonteori, deliberativt demokrati, skjønnsutøvelse og beslutningsfatting i organisasjoner, ytringsfrihet, paternalisme og velferd, politisk teori, kvalitet i offentlig forvaltning

Empiriske forskningstema:

Offentlig innsyn, barns interesser og rettigheter, barnevernsystemer, beslutningsprosesser, migrasjon, offentlig diskurs, utvikling av offentlig politikk, transparens, velferdssystemer, varsling, kritikkverdige hendelser i organisasjoner.

Priser og stipend

Marit Skivenes ble i 2016 tildelt det svært prestisjefylte toppstipendet Consolidator Grant fra Det europeiske forskningsrådet for prosjektet DISCRETION. Les mer om dette her.

ERC-grant: DISCRETION

Professor Marit Skivenes har blitt tildelt "Consolidator grant" fra Det europeiske forskningsråd (ERC) for prosjektet "Discretion and the child's best interest in child protection". Dette stipendet tildeles fremragende prosjektledere med ambisiøse og banebrytende forskningsprosjekt, og støtter støtter særlig tverrfaglige prosjekt som tar for seg nye forskningfelt med ukonvensjonelle og innovative tilnærminger.

Prosjektet tar opp to kjernetemaer innenfor samfunnsvitenskapen; statens maktbruk ovenfor borgere og rettferdiggjøringen av statlig inngripen i innbyggernes liv. Prosjektet har til hensikt å undersøke det sorte hullet i skjønnsutøvelse som utøves i barnevernsaker, gjennom en empirisk komparativ studie av hvordan skjønnsmessige avgjørelser fattes og rettferdiggjøres ut fra prinsippet om barnets beste.

Barnevern er et særlig viktig område innenfor velferdsstaten. Det er store hull i kunnskapen vi har om dette området, og om hvordan skjønnsutøvelse i beslutningstaking om barns beste varierer mellom ulike beslutningstakere innenfor, og på tvers av, ulike barnevernsystemer.
