United States Energy Policy Under the New Trump Administration

The Research Group for Climate, Energy and Environmental Law of the Faculty of Law of the University of Bergen invites you to join us in the seminar “United States Energy Policy Under the New Trump Administration” with Ross Pifer (Professor of Law at Penn State Law). Joining professor Pifer on a round table discussion, we will have comments and reflections from Kristin Guldbrandsen Frøysa, Energy Director of the University of Bergen, and Halvard Haukeland Fredriksen, Professor and specialist in EU/EEA Law.

As the second Trump administration begins in the United States, significant policy changes are likely to occur in a number of areas, including energy law and policy. This seminar will provide an overview of U.S. energy law and policy over the past decade – through the Obama, first Trump, and Biden administrations. The seminar will also address early actions taken to date in the second Trump administration that provide indications as to the administration’s likely priorities in energy law and policy over the next four years.

The event takes place in the auditorium of the JUS II Building of the UiB Law Faculty. Doors open at 14.00 and we start, sharp, at 14.15. The event will finalize around 16.00.

On the speaker

Ross H. Pifer is a Clinical Professor of Law at Penn State Law where he also serves as Director of the Center for Agricultural and Shale Law and Director of the Rural Economic Development Clinic.  In the classroom, he teaches courses on Property, Oil and Gas Law, and Agricultural Law. His research focus includes the relationship between energy development and other land uses in rural areas as well as other topics related to agricultural law. He has given numerous presentations throughout the United States and internationally on energy and agricultural law topics to audiences consisting of landowners, attorneys, judges, governmental officials, academics, and the general public.  He also has written several articles on these topics for legal and professional publications. 

Professor Pifer received his B.S. in agricultural business management from Penn State University, his J.D. from The Dickinson School of Law, and his LL.M. in agricultural law from the University of Arkansas School of Law.  Prior to accepting his position with Penn State, he was an attorney-advisor for the U.S. Department of Agriculture’s Office of General Counsel.  Additionally, he has served on active duty with the U.S. Army Judge Advocate General’s Corps in support of the NATO Regional Headquarters, Allied Forces Central Europe (AFCENT) where he provided advice and representation to U.S. military personnel and commands in the Netherlands, Belgium, Luxembourg, Great Britain, and Germany.
