Budgeting and reporting

Budgeting and reporting EEA projects varies greatly between Operators and countries!

Eligible costs which make up the budget and the process for financial reporting in EEA projects are determined by the Regulation, the individual Operator's Guidance (if any),  the Project Contract and the Partnership Agreement.

In practice, this means that the costs determined to be eligible and the process for reporting those costs varies significantly from project to project and can only be correctly undertaken when the specific rules and regulations governing the project are properly understood and referenced.

In each beneficiary country, Programme Operators develop programs and publish calls for applications. Project Promoters are lead beneficiary partners in the beneficiary country and it is as a ‘project partner’ we can join applications for funding and involvement in EEA/Norway Grants projects. 

Project promoters need Norwegian partners for the projects they lead. An application to join a project therefore takes the form of an initial application and budget detailing the parties’ project activities and forecast costs for funding.

The Project Promoter enters into the ‘Project Contract’ with the Project Operator and a formal Partnership Agreement with the other parties to the project. The Contract and the Partnership Agreement sets out the rights and obligations of the parties in the project. The governing legislation for the programme is ‘The Regulation on the implementation of the Norwegian Mechanism 2014-2021’ (hereafter the Regulations) and its associated Annexes. 

Successful applications and viable projects are therefore not only reliant on the well-planned, documented and delivered science. The beneficiary’s tasks in the project must be properly costed and included in the budget for the application, and then delivered in compliance with the terms of the Project Contract, the Partnership Agreement, the terms of any guidance issued by the Operator and the rules set out in the Regulations. 

Eligible Costs

It is the intention of the EEA programe that the rules governeing the eligiblity of costs matches the criteria in H2020. Eligible direct expenditures in a project are in the first instance defined at Article 8.3 of the regulations  Regulation - EEA Grants 2014-2021 (PDF)
