Assessment policy processes in Norway, is headed by Dr Therese Hopfenbeck (Oxford University Centre for Educational Assessment) and Associate Professor Astrid Tolo (University of Bergen), Maria Teresa Florez and Yasmine Elmasri (OUCEA) are collaborators. This OECD-funded project is a case study in the Governing Complex Education Systems study, and explores which different governance mechanisms and knowledge options facilitate effective steering of complex education systems. Similar case studies have so far been conducted in the Netherlands and Poland.

 

The Norwegian case study investigated how the educational programme Assessment for Learning – a four-year programme (2010-2014) involving more than 400 schools – has been implemented in Norway. 56 qualitative interviews with 100 stakeholders at all levels, was conducted in 2012. Preliminary analyses were presented for the Ministry of Education in Norway in March 2013. The report has been published on the OECD website.  There is a publication plan for three articles in international scientific journals, in addition to publications in national journals.
