Kristin Rubecksen: Autonomy, Control and Tasks in state Agencies

Kristin Rubecksen presents her PhD-thesis at the University in Bergen, Friday 9. April , 2010. The title of her thesis is ”Autonomy, Control and Tasks in state Agencies. Comparisons and Relationships”.

Rubecksen addresses the balance between autonomy and control in governmental organizations, and compares to which extent there are differences between state organizations that have different types of tasks. A key question is what characterizes autonomy and control in relation to the parent ministries, responsible ministers and other political bodies, how is the need for institutional autonomy, but also political control, preserved and interpreted in practice? The thesis describes, compares and explains the autonomy and control relationships within the Norwegian central government.
