Director of the Centre
Christian Franklin is a leading expert on EEA law and the relationship between EEA and national law, with a special emphasis on free movement of persons. He has first-hand experience with the challenges related to the incorporation of EEA law into Norwegian law, having acted as Special Advisor to the Director General of Public Prosecution and co-authored the first report on the EEA law obligations of the Norwegian Labour and Welfare Administration’s in the aftermath of the NAV case. He is currently Chair of the research group for European Law at UiB, a Board Member of the Nordic Network of European Legal Studies (NNELS), Program Director of the LL.M. program in EU and EEA Law, and former Board Member and President for the Norwegian Association for European Law. Furthermore, he has successfully led several research projects – one of which included contributors from 12 EEA countries. For the past 15 years, Franklin has also been Course Supervisor for the main course on EU, EEA, public international and Norwegian constitutional law on UiB’s Master of Laws Programme, and several elective courses covering various parts of EU and EEA law.

Partner Coordination Group

In addition to the center's director and co-director, this group consists of members from the center's partners: University of Agder, University of Stavanger, Reykjavik University, and Liechtenstein-Institut. The group helps coordinate activities and consists of the following members:

Advisory Committee

The management group is supported by a group of international experts on EU/EEA law, known as the Advisory Committee. This committee provides valuable advice and input on the center's research goals, activities, and development.

The Advisory Committee consists of the following members:

  • Professor Dr. Cathrine Barnard, University of Cambridge – one of the leading experts on the EU's internal market and free movement of persons.
  • Dr. Henrik Bull, Justice of the Supreme Court of Norway – former judge at the EFTA Court and former director of the Center for European Law at UiO.
  • Dr. Karin Fløistad, partner at the law firm Simonsen Vogt Wiig – chair of the Competition Appeals Board and member of the Public Procurement Appeals Board.
  • Ida Sørebø, Director of the Legislation Department at the Ministry of Justice and Public Security – author of numerous publications on EU and EEA law.
  • Associate Professor Dr. Jaan Paju, Stockholm University, and Associate Professor II at UiB – author of numerous publications on EU, EEA, and Nordic social security coordination and their impact on national legal systems.
  • Senior Researcher Dr. Georges Baur, Liechtenstein-Institut – former Deputy Secretary-General of EFTA, author of numerous publications on the impact of EEA law (including free movement of persons) on Liechtenstein law.

PhD and Postdoctoral Research Fellows

  • Tollef Otterdal Heggen (doctoral research fellow)  holds a master's degree in law from the University of Bergen. He has previously written about the independence of national supervisory authorities for financial markets in EU and EEA law. His Ph.d.-project is related to WP2 and concerns the principle of mutual recognition in EU law. 

  • Hallbera West (postdoctoral researcher, located at UIA) holds a Ph.D. in political science from the University of Aarhus and a bachelor’s and master’s degree in political science from the University of Copenhagen. Her research has addressed agency challenges following the delegation of power related to national and multilevel systems. Her research is published in journals such as Parliamentary Studies, The Journal of Legislative Studies, and Regional & Federal Studies. Her research is related to WP4.

  • Ómar Berg Rúnarsson (doctoral research fellow) holds a LL.M degree in EU law from Panthéon-Assas University (Paris II) France, and a bachelor’s and master’s degree in law from Reykjavik University, Iceland. He has previously worked as a Legal Officer at the EFTA Surveillance Authority in Brussels (ESA), and taught law at Reykjavik University. His PhD-project is related to WP3 and concentrates on the status of fundamental social rights in EU/EEA labour law, specifically developments in secondary legislation.

  • Linda Midtun (postdoctoral researcher) holds a PhD in Law from the University of Bergen. She has worked as a researcher on the EEA Social Security Law Project, where she studied social security rights for deployed workers and the regulations for public procurement. Linda has taught the courses EU and EEA Public Procurement Law and has previously written a report on the right to hospital treatment abroad. Her postdoctoral project is linked to Work Package 1 Social Security Law, and she will be supervised by Halvard Haukeland Fredriksen.

A  docotoral research fellow will also be recruited during the project.
