Is administrative law essentially domestic? Global challenges and the development of global administrative law (GAL)

According to the traditional and majority understanding, administrative law is essentially domestic and impermeable to foreign influences. However, in the globalized world, both the thesis of the non-permeability of domestic administrative law and its “state-focused” essence have been turning towards new perspectives.
According to these new views, how states configure their laws and public policies aimed at protecting matters of public interest such as the environment are shaped by the decisions made by transnational institutions. For this reason, the study of administrative law with our backs turned to the influence of global regulatory regimes leads to losing sight of the limits these impose on domestic laws and the functioning of institutions. Thus, global challenges influence the transformation of administrative law.
Most authors agree that global problems require global institutions: organizing the Olympic games and controlling doping, controlling epidemics, world trade, international finance, the Internet; protect migratory species, or reducing global warming. In none of these cases is national-level regulation sufficient. In this presentation Catalina Vallejo will explore the "why" and the "how" of GAL’s appearance.
