Title: The Contribution of Foreign Master’s Students to US Start-Ups.
Abstract:
We estimate the effect of an increase in the share of foreign-born master’s students
on new start-ups in the US created by master’s graduates. To identify causality, we use
idiosyncratic variation of university-cohort-specific out-of-state fees, generating differential
foreign students’ enrollment, and we corroborate the results using a shift share
instrument. For an increase by ten percentage points of foreign student share in a
Master’s cohort, 0.7 to 0.9 additional start-ups are created by that cohort within 5
years of graduation. Conservatively, 23 to 38% of the effect is due to positive spillover
on start-up founded by US-origin Master’s graduates.
