Employment and contract (ToA) should be used for assignments and certain temporary employments. Recruitment through public announcement and/or decisions in the employment body should not be processed in the ToA solution.

All ToA contracts must be signed before the work/assignment starts. Therefore, the contract order must be submitted as soon as it is confirmed that the work/assignment will be carried out.
The ToA-solution should be used for
- Single assignments such as grading, assessment, and guidance.
- Emploument without public announcement:
- Employment for up to 6 months due to unforeseen needs or temporary work, based on the Civil Servant Act (Statsansatteloven).
- Appointment for up to 6 months of a scientific assistant, according to the Universities and Colleges Act (Universitets- og høyskoleloven).
- Employment of lecturers, teaching assistants, practice teachers, hourly paid teachers, and practice supervisors with less than 37.5% of a full position. Employment can be made for up to 3 years based on the Working Environment Act (Arbeidsmiljøloven).
Employment contracts with monthly salary via ToA
UiB skal som hovedregel inngå avtale om månedslønn fordi det er mer forutsigbart både for arbeidstaker og arbeidsgiver og krever som utgangspunkt mindre oppfølging. Månedslønn er en månedlig utbetaling knyttet til en arbeidsavtale med en fastsatt stillingsstørrelse.
- Månedslønn kan benyttes for arbeidsforhold med 1 måneds varighet eller lenger
- Månedslønn skal benyttes ved ansettelse i 20 % stilling eller høyere
- Dersom stillingsstørrelsen er lavere enn 5 % benyttes timelønn
Eksempler på arbeidsforhold hvor månedslønn via ToA kan benyttes:
- Midlertidige forskere
- Undervisere og timelærere
- Vitenskapelige assistenter
- Studentassistenter / gruppeledere
Employment contracts with hourly pay via ToA
Hourly paid contracts at UiB can be used exceptionally if it is difficult to calculate a monthly employment percentage due to highly variable working hours, or if the work is for a shorter period than one month.
- The employment is for a shorter period than one month (including preparatory and follow-up work).
- Hourly contracts should not be used if the working percentage is a total of 20% or more (8 hours per week or 33 hours per month).
- The employment contract must have an upper limit on the total number of hours.
- The employee has to register the hours themselves in the Self-Service Portal / DFØ app.
- The hours are registered in a timesheet continuously and can be submitted once per month. Worked hours must be registered and submitted before the end date of the employment contract.
Assignment contracts via ToA
An assignment contract should be used for assignments of a spescific scope.
- The assignment is not an employment.
- Payment is made as a one-time payment based on an assignment of a specific scope.
- Payment is made after the end date of the contract and will normally be paid approximately 2-3 weeks after the assignment is confirmed completed.
The ToA-solution is not to be used for
- Assignments that extend over a longer period, such as board positions, program censorship, and co-supervisor.
- Employment following public job announcement
- Faste ansettelser
- Substitute employments
- Self-employments
