UiB annually purchases goods and services worth over NOK 1.7 billion. Effective goals and strategies are essential for financial management, and procurement quality is crucial for achieving teaching, research, innovation, and dissemination objectives.

Main Objectives
The procurement strategy shall support the organisation's main strategy and describe an overarching approach and behaviour for procurement.
In recent years, the focus has shifted from a purely regulatory and service-oriented approach in procurement to increased attention on stronger management and prioritisation to achieve UiB's overarching and long-term goals. UiB shall work towards reduced consumption and circular procurement. New in this strategy is a focus on addressing the university's security needs.
The strategy applies to all procurement activities carried out within the organisation, across units, and for all phases of a procurement process; from planning the procurement to the conclusion of the contract. It affects all parts of the organisation, and all employees share a common responsibility to contribute to achieving the goals.
The strategy identifies areas where development or special focus is needed beyond ordinary operations.
Sub-Objectives
The procurement strategy is organised into four sub-objectives with underlying measures:
- Sustainable procurement
- Comprehensive contract follow-up
- All purchases shall be conducted professionally, efficiently, digitally, and with clear role distributions
- Procurement shall address the university's security needs
