Contact the Procurement section if the estimated value of your purchase is over NOK 100.000 (VAT exclusive), and the purchase is not covered by an existing framework agreement. This page contains a description of the steps in a procurement process. A procurement process is the chain of activities set off by a need to purchase a good/service.

Assess your need

Your opportunity to influence a procurement is at its strongest during the initial stages of the process. Therefore, use this time to think carefully about what need is to be satisfied:

  • What specific challenges are you facing?
  • What do you wish to achieve? What purpose will the purchase contribute to?
  • What general guidelines or conditions are in force/relevant for the pruchase? (for example strategic guidelines, costs/budget, time, quality, environmental requirements)
  • How can the need be satisfied?
  • Can existing solution in the market satisfy your requirements? Should a market research be conducted?
  • Should the need in its entirety be covered via a purchase, or can parts be covered by internal ressources?

Describe and specify your need. Remember to obtain permission to carry out the procurement from leader with budget authority (BDM).
