How have the higher education policies specific to systemic governance in Turkey changed and what internal and external set of factors have influenced developments from the early 1980s to the present?

My doctoral project is an endeavor to explore changes in higher education governance in Turkey within the several decades from a political science perspective. The following main questions raised will guide the research: How have the higher education policies specific to systemic governance in Turkey changed and what internal and external set of factors have influenced developments from the early 1980s to the present? What have been the effects of these factors on higher education governance arrangements within the given period of time? 

To examine longitudinal change in a particular policy field, the study will draw upon the insights of two variants of neo-institutional theory: the theory of gradual institutional change in historical institutionalism and discursive institutionalism. As for methodological approach, the study will be based on the qualitative case study strategy focusing on a single case. To form the feedback interaction between independent variables and the specific outcome of interest, the process tracing as an analytical technique will be relied upon.
